HOW TO PLAY: OPERATOR'S MANUAL

1. Core Objective & Faction Win Conditions

In Secret Russian, victory depends entirely on your secret faction identity. Players must coordinate with unconfirmed allies to fulfill their faction's winning criteria before the opposing faction takes control.

Faction Win Conditions

  • The Loyal Soviets Win If:

    1. The Kremlin Board reaches 5 State Directives enacted. OR
    2. The Deep-Cover Operative is successfully Purged (Executed) during a party vote after 3 State Directives are active.
  • The Underground Dissidents Win If:

    1. The Kremlin Board reaches 4 Reform Decrees enacted. OR
    2. The Deep-Cover Operative is elected as KGB Director after 3 State Directives have already been enacted.
  • The Deep-Cover Operative Wins If:

    • They survive until the Dissidents or Soviets reach their threshold, while having successfully manipulated the table into electing them to executive power at the critical turning point.

Mathematical Directive Draw Probabilities

The policy draw deck contains a total of 17 Directive cards ($N = 17$): 11 State Directives (Authoritarian) and 6 Reform Decrees (Dissident). The probability ($P$) of drawing three State Directives in a single Premier hand is expressed as:

2. Game Setup & Turn Structure

Initial Setup

  1. Distribute one secret Faction Dossier envelope to each player containing an Identity Card and a Loyalty Card.
  2. Shuffle the 17-card Policy Deck and place it face-down on the Kremlin Board.
  3. Randomly select the first Premier Candidate. The Premier Candidate then selects a KGB Director Candidate.

Turn Structure (The Political Cycle)

Each game round proceeds through three distinct phases:

  1. Phase 1: Election & Confidence Vote

    • The Premier Candidate nominates a KGB Director Candidate.
    • All players secretly select a Ja (Yes) or Nein (No) voting ballot from their hand.
    • On the count of three, all players reveal their votes.
    • If a simple majority ($>50\%$) votes Ja, the government is formed. If the vote fails or ties, the Premier title passes to the next player clockwise, and the Anarchy Counter advances by 1.
  2. Phase 2: Legislative Session

    • The Premier draws the top 3 Directive cards from the deck in strict secrecy.
    • The Premier discards 1 card face-down and passes the remaining 2 cards to the KGB Director.
    • The KGB Director inspects both cards, discards 1 face-down, and places the chosen Directive onto its matching track on the board.
  3. Phase 3: Executive Action (If Unlocked)

    • If the enacted Directive lands on a slot with an executive icon, the Premier (or KGB Director) must immediately execute that power before the turn ends.

Pay close attention to who votes "Ja" for which government pairings during early rounds. Dissidents often vote "Ja" liberally to pass cards quickly, while Soviets vote cautiously to prevent hidden operatives from taking power.

Step 2: Utilize the "Bad Draw" Defense Wisely

If you are a Loyal Soviet Premier and pass two State Directives to your Director, clearly explain the math to the table! Remind players that drawing 3 State Directives happens naturally in nearly $25\%$ of rounds.

Step 3: Track Discard Pile Counts

Keep a mental tally of how many Reform Decrees have been discarded versus enacted. If 5 Reform Decrees are in the discard pile, the remaining deck becomes heavily saturated with State Directives, making political claims testable.

Step 4: The Veto Power (Late Game)

Once 4 State Directives are on the board, the Veto Power becomes active. If both the Premier and KGB Director agree, they can reject a drawn hand entirely, discarding all 3 cards and advancing the turn to prevent dangerous plays.
